Rules and regulations
The film contest of 13. International Film Festival “ZOOM – ZBLIŻENIA 2010” is an open event, taking place from 18 to 21 February 2010 in Jelenia Góra, POLAND
The festival will comprise of following categories:
-independent film
-amateur film
-student film
The independent film group is geared towards independent film makers.
The student film category is for graduates and students of film making and art major in schools and universities.
The amateur film class is for those, who make movies not professionally (here the only restriction is duration-it can’t exceed 20 minutes).
The festival organizers may allow other longer films enter the competition, if those possess outstanding artistic qualities.
1. In order to leave the contestants space for artistic creativity we have not specified themes nor genres of submitted films.
2. All films should have opening credits with the film’s title, closing credits that include film makers’ names, and “The End” caption.
3. The film copy right laws should in no way be restricted, violate any third party’s copy rights or other privileges. Should this condition not be met, the participant are obliged to attach to the festival application written statement explaining the legal status of his work.
4. All submitted films need to be recorded on DVD or mini DV format. Film recorded in any other format will not be qualified for the festival.
5. The above should have only one film recorded and be clearly marked with the authors’ name, film title, duration time etc.
6. To every entry the contestants should attach filled application form (in electronic form), signified, legible video tape/DVD or other with the film’s copy. The above should be sent to the following address:

no later than till 21 December 2009 ( the stamp date will decide).
7. Any films made in languages other than Polish and English should include subtitles, or a dialogue list in English.
8. Jury, elected by the festival organizers, under the leadership of the Festivals director will select from among received works, films for the festival finals-their decisions are irrevocable.
9. The contestants will be informed about the results by 26 January 2010 and will be able to find out the results on the official festival website - http://zoom.karkonosze.com
10. All films qualified for the finals will be assessed by a professional, independent Jury chosen by the organizers of the event.
11. Any tapes/DVD or other with copies of the films qualified for the festival finals will remain in the organizers archives and become their possession.
12. The organizers shall have the right to copy any of the films that have been entered into the competition. The applicants are required to sign a statement that allows the organizers to screen either in whole or parts of the film on TV, and at special public viewings promoting the festival, as well as on the Internet according to the ZOOM’s organizers judgment and artistic choice.
13. The viewing of the films nominated to the finals will take place between 18 - 20 February 2010 in “Marysienka” cinema in Jelenia Góra. The official end of the festival, together with the announcement of the Jury’s verdict and awards will take place on 21 February 2010 at 11 am (participants will receive a detailed schedule of the event together with the information about the Jury’s decision).
14. The organizers do not take responsibility for possible loss or damage of the films, caused by independent factors. Entering the festival is equivalent with accepting the rules described above.
15. Organizers do not benefit financially from the film projections. Any possible profits obtained through tickets sale, cover the costs connected with projection room and technical background.
16. Organizers act in a good will and are not responsible for concealment of any information that refers to the legal situation of the submitted film. In the case of any claims, the participant bears responsibility of legal action and covers all its expenses.
17. Participants bear full responsibility for the authenticity of the information given in the application form. False, illegible or incomplete information will result in rejection from the festival.
THE PRIZES :
1. The following prizes will be awarded :
Grand Prix,
The prize for the best feature film
The prize for the best documentary film
The prize for the best cartoon
The prize for the best experimental film/clip
The prize for the best student film, the best independent film and the best amateur film;
special awards, at jury and the organizer discretion.
There will also be "Made in Karkonosze" award granted to film makers from the region of Jelenia Góra.
2. The jury has a right to diverse division of the prizes or not give any.
3. Prizes should be collected personally during the formal ending of the Festival. Absent authors will receive only honorable prizes.
4. In justified cases the author can delegate a person representing him/her. The notice as well as an application card should be sent to the organizer at least one week before the Festival. In case of no information from the author of the film, the organizer will regard him/her absent.

ACCREDITATION:
1. Hotel, food and participation costs in the festival events for two people from each group, whose film has been accepted, will be covered by the organizers. The will of participation in the festival ought to be sent together with the film by filling in the application form and confirmed by phone or e-mail by 31 January 2010. Lack of confirmation will be taken as withdrawal from taking part in the festival.
